I see you making this argument a lot, and I acknowledge that Davies' work was used, but Davies wasn't personally involved in the creation of ARPAnet. His work was used, but the net was, in fact, built in the US, by DoD. ARPAnet was conceptualized and was being worked on before Davies' work was known to the team.

Of course the Internet doesn't belong to any one country and as it stands today, like you say, is composed of contributions from everywhere in the world. But to say "it depends on how you look at it" to someone saying the Internet was invented in the US is like saying nothing was invented anywhere because it uses concepts/technology from other creations.
