Americans: When you see a police car, do you feel safer and relieved, or fearful? why?

None of the above. I see a police car and just think, how useless.

Recently my family had been dealing with a ex-neighbor who was evicted for various reasons, but they're also not right in the head and believe my family in particular plotted against him. Anyway, so he blames us, and comes around every now and then at like 2 am and slashes our car tires. We've had the same cars since he lived here so he knows what our cars look like.

We setup cameras to catch him in the act. Eventually we do. We take the evidence to the police, they say they can't do anything. Their argument is that they don't know it's him even though we know it's him. So since they don't know it's him they just can't do anything about it. They can't even question him about his whereabouts because they say there's no grounds. The dude lived right next to us, we know what he looks like and we know it's him, but the police are saying it's just not enough. So literally we just have to live in fear.

TL;DR - Incident happened, police couldn't help, fuck the police, I hate them.
