Americans who’ve lived in the UK: just how different are we?

People in the UK seemed more tolerant of mild office sexual harassment/inappropriate comments. I lived there in the in the early 2000's, I hope that has changed. Coworkers routinely ask if you want a cup of tea or coffee if they're making one for themselves. That was nice. People somehow seemed less friendly, less likely to smile when you crossed paths, even in rural farm villages or suburbs. I've heard you have to live somewhere like 10 years before the neighbors will acknowledge you, but maybe that was just where I lived. People just mind their own business more in general. Store clerks more likely to ignore you. Always felt great pressure to bag my own groceries quick enough before the cashier (who sits in a chair, btw) went on to ring the next person's basket. I'd move back in a minute. I loved living in England.
