Didn't they always claim that there were militants there though? At least in case of civilian buildings. PS, partisans are also militants, and if they were in civilian buildings, then bad luck. That's why that is not allowed.

Don't forget, if russia stop fighting, there is no more war, if Ukraine stop fighting, there is no more Ukraine.

I mean, not really. Most likely Ukraine would get a puppet government, akin to Belarus though. Though yes, now there is a big likelihood that they would also annex the Russian speaking parts.
