Not always, sometimes that happens if you've just bested them in the moment and they were unable to come up with an answer at that time. It can also be because they're intimidating, or good at arguing for arguings sake. Their arguments can seem convincing and overwhelming, but hold no basis in truth.

Strong emotions can make a persons mind shut down. For instance, if you were doing a speech and asked someone in the crowd to volunteer and said "quick, whats 10+17", normally if the person was calm, they'd be able to answer. But because they're under pressure, some would struggle to answer such a basic question.
