Was Andrew Jackson or Andrew Johnson worse?

Define worse? Jackson was more politically successful than Johnson who was never elected to the presidency but elevated by Lincoln's death. Johnson was impeached by Congress and couldn't even get his party's nomination in 1868 despite being the incumbent president. Whereas Jackson won two terms heralded by his populist politics. He brought Texas in the country, preserved the Union during the Nullification Crisis, Also say what you will about his policies but he accomplished many of them. So in terms of accomplishing policy Jackson was better than Johnson.

Morally. Jackson did some deplorable things. His Indian removal efforts were genocidal and he openly disregarded the Supreme Court. Both men were pretty racist and supported slavery in various capacities. But Johnson was in a post-Civil War position to better the plight of recently freed Black Americans. He opposed the 14th Amendment and Jim Crow's origins start with his leadership. Both pretty bad men personally.

Buchanan, George W. Bush are in the top two spots for me.
