It depends on which state you're in. NJ seems to have a child abuse statute about this that the ACLU is fighting. I can't find much else on other states. Even if you're in NJ, the responsibility seems to be on the parents/guardians to protect snowflake from hearing obscenities (the type that could "affect their morals") and there are debates going on now about what constitutes an obscenity in the first place (I hardly think "dick" counts). Realistically, if this woman tries to report you, cops will probably just be annoyed and tell her there's nothing they can do. Here's the worst case scenario: if this woman knows local cops (and for some reason has them at her beck and call), she could give them your plate number (this isn't very legal but the system can be corrupt) and have you followed until you make a traffic infraction (which is basically inevitable). At that point they can perform a number of searches and could find ways to fuck with you (eg any drugs in your car? Remove them now). Now, cops have plenty of other stuff to do, quotas to meet, and for the most part, aren't insane. So this is highly unlikely. I don't want to freak you out! But to cover your bases, you might want to make a report first, about this woman's aggressive, stalking behavior. Just in case. I'm not a lawyer but I have a JD. It's almost 3AM here and I didn't scrutinize the NJ statute very closely, but I think I got the gist of it. If you do some googling about this in your state, the relevant statutes should be easy to find. I really doubt that any legal repercussions could result from this, but I can understand being freaked out by what that lady said. However, a 911 operator and an ex-cop probably don't know shit about this. If you make a report, include his insinuation that he "wouldn't mind going to jail again" ie a threat of physical harm. I think you have enough here for an order of protection if you want (which might be a good idea to cover your bases). Like I said, I'm just a JD so this isn't lawyer advice. I doubt you'll have to deal with these crazies ever again, but I hope to assuage your stress a bit.
