You don't ask how to get somebody to back off and leave you alone unless you are feeling harrassed. Harassment is a somewhat subject term and in this case OP (imo) is clearly demonstrating that they feel harassed. Both Council and the REA might just be the proxies being used by this lady for the harassment but they are the ones engaging in the actual behaviour that is making OP feel harassed and therefore are the actual harassers and the ones that need to be told to stop.
