Then there's the fact that much of the "dodging" you're talking about is legal deductions, loopholes, and exemptions that were put into the tax code for specific reasons. You guys love to bring up Trump's taxes and the years where he paid nothing so I'll use that as an example. If someone reports losses for their business, they can defer the taxes they'd be paying on their revenue to give themselves an opportunity to get going again. The government isn't completely retarded -- they understand that it's better to take taxes from a functioning business than tax the very last few pennies out of the wallet of a business that's on the ropes. Every loophole in the tax code is designed around this philosophy. The more money business owners have in their pocket, the more they can invest in making their business successful. The more money their business is bringing in, the more money they're paying taxes on.
