Anthony Kennedy, You Are a Total Disgrace to America

any self reflection might be construed as victim blaming

I'm not arguing that self reflection is bad. But it's way to easy to push blame back onto the voters, just as you're doing now.

Oh, Trump is in office? Well it's the voters' fault (even though the majority of people actually voted for Clinton).

Oh, we have a Republican dominated Senate? Well it's the voters' fault (even though gerrymanding makes it virtually impossible to actually elect a democrat in many districts).

Which then quickly becomes: Oh, the 2018 blue wave fell short? Well, it's the voters fault. They should have tried harder (even though the game was rigged against them yet again).

It's like blaming gamblers for not trying hard enough and losing to the casino. Which is ridiculous.

The tragic thing is, in order to actually fix these issues, Dems are going to have to play - and win - a rigged game. And that is going to take overwhelming, undeniable, ongoing and very public support.
