I agree it’s frustrating. It’s usually people who just haven’t figured the logistics of building an army or who don’t plan ahead who say these things. That’s 25 units- all that can be made with a Levl 2 army base. If the goal was to make this stack you could literally do so by day 10 or so once you had 6 Levl 2 army bases means you could make this stack in 4 game days.

Obviously from day 1 not as easy since if you made the bases right away you would lack resources to make the stack right away and the research takes a while- but Congo rarely even makes a navy and I don’t see Air Force in the photo so assuming he’s not invested heavily there this is likely a very small portion of his army even without gold .
