Not exactly a conspiracy but when the firearms act was drafted in the early 90s, a bunch of random guns were banned by name. Most of the guns that were banned by name happened to be full autos which didn't really need to be banned by name because by default ALL full autos are banned. One of these banned by name full auto rifles was the HK G11. The G11 never made it out of the prototype stage and no Canadian civilian, police or military member was ever going to be able to get one. So why mention it in the legislation? The theory is the Liberals bought a few US gun magazines and picked out everything scary looking including what would have been an article talking about a new prototype gun in the works.
