I can't tell if you have a beef with the legendary drop rate as your title suggests, or the overall state of the game as your post suggests. Most posters on the thread seem to have only read the title and didn't bother to read the post, which I guess is how it usually goes around here.
I kinda agree with what you say in the post , although the floating staircase camps at launch prevented this game from ever feeling like Apocalyptic Survival. I started from beta trying to play the "Lone Wanderer" playstyle from other Fallout games, but eventually gave in and put on a bunny head and pink suit and got a TSE handmade. Even the pre-launch trailers should have tipped us off that this wasn't going to have the post-apocalyptic feel of other Fallout games (teenagers playing around with guns to the Beach Boys "Wouldn't It Be Nice). IMO, "what the game has become" is what it's always been.
