Anyone else not winning a ton of 42% serges?

I've actually found assaults to be extremely effective in this game. from what I've seen, it looks like you're not limited by the number of units per assault in this game - every unit that can assault, does assault. that means if you have a 20 stack of heavy infantry on a level 1 fort, and you tell them to assault, all 20k will attack until they fall below 5k, or they kill the 1k units garrisoning the fort. If you're waiting until you're at 42%, that garrison size is usually MUCH smaller and you have a better chance of winning with minimal casualties. Depending on how many provinces you'd take with you from winning, it can be extremely worth the extra loss in manpower (especially compared to the loss you'd take in attrition over time).
