I think a police or vigilante style update could make freeroam a ton more interesting, and less frustrating if it was done properly.

Give these players the tools to "bust" griefers, for example. Now hear me out, I understand griefing is part of the nature of GTA Online, but in it's current state there are really no repercussions for those who do it. Insurance fees aren't that big of a deal to most of these people, and correct me if I'm wrong in saying this, but the "bad sport" stuff seems like a joke. I've seen some horrible, horrible griefers that have never even been close to becoming a bad sport. The system is borderline useless.

Perhaps cops can rival CEO's on their illegal trading operations. Players who are not CEO/VIP are considered "civilians", and anyone who griefs civilians repeatedly earns a type of wanted level to enocurage cops to deal with the griefers accordingly. These are just loose ideas, of course there would need to be much more to it, and systems in place to avoid abuse of these things.

A bit of law and order in free roam could really make the game feel less stale.
