I would do it on a pc with bluestacks,(bigger). I start with "zoning" districts( Egypt desert with mountains adjoining wild west , farm country,krustyland,Asian (walled town),big white museums/cityhall/eiffel in individual parks, modern skyscraper,rundown/factory, magic/olde red brick,mansion street, airport, then do a complete monorail track circuit or 2.Then I just start placing buildings in lines in their zones,I like similar colored buildings together, like a rainbow gradation for shops,pink zone,sand-colored zone. I remodel Springfield heights with varying themes or events. Decorations fit around last(elaborate gardens group-stored).Tons of overstocked items/people remain in storage ,just what I like gets used.Time=6-8 hours spread or one solid/afternoon.
