You sound like someone who has never been to Oklahoma. The Indian tribes here get more shit done than any local goverment. They take care of their people first of course, but after they have been provided for, they typically start working on the rest of the community. The Chikasaw nation is filthy rich here and give their members amazing health care, free groceries, full college scholarships, and kids with a good GPA a literal allowance through highs school. One year every indian in my school system got a free Ipod from the nation just because they had some money left over. Half the town at this point has been updated and renovated by the Indians. They brought fiber internet connection to people still on dialup and have made thousands of jobs available to all races in OK. Oklahoma doesn't really have much going for it except for what the Indian nations are responsible for.
