Anything to do about Dog owners letting their dogs off leash in non off leash areas?

This pisses me off so much! I didnt grow up around dogs and literally know nothing about them.

Theres a wooded trail i run at every morning and theres always this woman there with her two small dogs (again, no idea what kinda dogs as i know nothing about dogs).

Every time i try to ass them on the trail they growl at me. One time the stopped and started growling pretty hard and baring their teeth and i thought, this cant be good. So i stopped and asked her to hold them before i tried to pass (might i add....politely!)

She has the audacity to give me attitude and ask how i can be scared of two small dogs and run in the woods when there are bigger things to be afraid. I just passed her and didnt reply.
