Yes? It's literally the heart of the question. You take the worst case scenario... say 12,000 kiwis die. You can realistically map out what demographic bands that will affect. What is the economic and human toll from losing those people... now compare that to the problems you face downstream by saving those lives. You compare the two and make a judgement as to whether it's worth it.

Now the thing is everyone is going to give you a different answer because people and different countries value things in different ways.

It's hard to explain without typing paragraphs of stuff. There's no advocating for not doing anything it's more an analysis of when does society start saying the sacrifice isn't worth it anymore and what does that scenario look like.
