In the case of an emergency, especially "fire" you're never to use the elevator. They're going to be disabled. That's a given.

It's literally a checklist item that building management has in the case of emergencies. A disabled person is going to need assistance if the elevators are manually shut off in the case of an emergency. Management should have a provision for safe areas that can be checked in the event that something does occur and a known tenant is unable to physically evacuate without assistance.

There's no other way around it. It's not a perfect system but it would be impossible to try and include that as a building code.
Now, for general living it would be simple to implement a system that elevators can be called from any floor and still have that ODD or EVEN floors can only be accessed if taken from the lobby. So anyone going "down" could theoretically get picked up by pushing the button on their floor.
