AI can also fail to recognise people with darker skin, it isn't just tattoos. It was an issue on Twitter where it chose to highlight white faces over black faces, regardless of whether the black faces out numbered white, were bigger, or where of famous black people vs. non-famous white people. There's also been issues identified with AI in self-driving cars having a harder time recognising dark skinned people compared to light skinned people.

AI is typically, whether intentionally or not, programmed with a bias towards white skin and eurocentric features. Considering many indigenous cultures have tattooing customs if there is issues with facial recognition AI identifying tattooed faces as faces, it needs to be fixed.
