You got lucky with phones. It's not an issue Apple made up or invented. A simple google search will show you how rampant this problem is. It's not a blanket throttling on Apple devices, either. The update detects wear on your battery and adjusts the SoC so that it doesn't need voltage higher than the battery can deliver. If you have an older Apple device it will only be throttled if you have a defective battery and if you put the SoC under load greater than the voltage the battery can output.

This whole thing was discovered doing benchmark tests. Peak loads + defective battery = throttled phone. That's the only scenario where you'll ever experience this issue. And if you do experience that issue you can get your battery replaced for $29 out of warranty of for free in warranty.
