Taleo isn't outsourcing. It's recruiting software that businesses buy. Each company has their own, and can you imagine the privacy implications if your data were being cross shared like that.

I've been the hiring manager for my company. We had a mandate to hire 20. We recieved 600 submissions. We used Taleo to filter that down to 150. I then read all 150 applications both the Taleo entry and the attachments. I then called 100 of those for prescreening an held 50 face to face interviews for the eventual 20 hires.

As an applicant I have zero obligation to you. Your submission needs to differentiate you from 600 others. If you react to perceived burdens and stress in this manner, then you are differentiating in the wrong direction.
