Whether a school should be avoided goes way beyond the bar passage rates, although that is part of it.
What you should be evaluating is whether the school can get you a job upon graduation. And if it can, whether or not that job can pay the debt you’ll accumulate in school. Remember, the cost of law school isn’t just tuition. It’s also cost of living, which will tack on another 60-90k depending on how much you need to borrow and where you live. And on a different level, there’s the opportunity cost of three years of wages in your current career.
Combined, you could be looking at upwards of 400k in total cost (tuition/COL/opportunity). At that level, I’m of the opinion that almost no law school is worth sticker price for most (read: non-wealthy) people.
Getting a hefty scholarship can push that down into a more acceptable range. Say you get a full tuition scholarship and maybe you live with an SO or family during your time in school so your COL is minimized. In that scenario, depending on how much you personally value the education (and how likely you are to get a job you want) almost any school could be justified.
In conclusion, you should consider way more than bar passage. Start by finding a job you want, then look for schools that have a high chance to get you that job, then do what it takes to get a large scholarship to those schools. Those are the schools that would be a good deal for you.
