Alright, let's be clear on two things.

First: use of force, include hard control methods such as strikes and locks, are justified to control persons who are actively resisting.

What is active resistance? In addition to non-compliance of obeying direction during lawful arrest, actively struggling and/or trying to escape. The suspect does not need to use force to meet active resistance.

In the video, the guy is actively resisting by running. Did he put his hands up and drop down? Yes. However, the threat level was still active resistance. It would not have been legally justified in the suspect didn't actively resist in the first place.

Are the officers in the legal wrong for using hard control on an active resistant suspect (even if you don't agree with that designatiom given the context of the video)? No. Are they dickheads? Yeah basically. The officers could have de escalated, but your american police don't really have to. Maybe they'll be written up thanks to the video, but they're not in the legal wrong here barring misconduct under whatever the comparable police act is in this state, but good luck doing anything about it.
