maybe it's because abandon could be: 1) you intentionally leave 2) your internet went down and got abandoned

if the system cannot differentiate the two then maybe that's why they decided to not punish abandons.

However if that's the case then I think they should implement a fail safe, ie: to intentionally abandon you have to go through a 2 step process so the system recognize it is intentional abandon (and therefore you should get a punishment for abandoning).

As for abandoning due to internet issue then it goes through the usual process and you don't get punish by it.

I strongly agree valve can and should fix these game irritating issues and promote a cleaner game rather than focussing on new arcanas to increase sales.

Promote a truly great dota 2 environment where bad people are punished, ie: account boosters, leavers, etc, and maybe the environment will be less toxic and more noobs will decide to try dota instead of LOL because it's "easier and more relax there".

However I guess there is money to make in account boosters so valve turns the other cheek around??!
