Are any of you operations research analysts (series 1515)? What type of degree do these jobs require? What type of experience do you need?

I'm an 1529 (math/stats management) and not a 1515, but manage several people who are. The education requirements are broad, and could be anything in Math, CS, IT, and business. The experience that our OR folks have all deal with the ability to either minimize or maximize a specific model. For example, here are the available types of resources, create a scenario where we minimize the use of these resources while still meeting a target output. A model is created then discussed with management, then something is either bought, scaled down, etc. I tend to focus less on tools and more on whether or not a person can logically breakdown a process before applying a model.
