I think the entire philosophical argument for P-Zombies is bogus, the entire "acts like a sentient, sapient outwardly being but has no qualia" argument pretty much depends on the assumption that human experience is something special rather than the sum of phisical, chemical, etc. processes. A bit too anthropocentric for my tastes.
Your Chinese Room argument seems to be more valid, since the entities seem like sapient, sentient beings that think differently from us and they are alien, but definitely thinking. The Scramblers weren't, their entire shtick was that they processed information a lot faster and better than us and were arguably the more intelligent beings (similar to vampires), but they didn't have conscious thought.
