Why are gaming companies value graphics more than the gameplay?

It sells. People get impressed rather easily by the looks of a game and these are the first contact they have with the game before buying, be it through trailers, ads, reviews or whatever. If you have a game that looks good for your target audience, even though your game may look terrible for anyone else outside of your expected consumers, you're just more likely to sell and that's how things works anywhere. Think about car ads, self care products ads, food ads, it's all about how it looks.

And we can't just say that good looks equals to bad game, we can have good games that looks good as well that's our current market state in my humble opinion, like you said yourself GTA V looks good and is also a great game, same goes for a lot others.
