In our World, Special Operations soldiers are not just for fighting, but also to act as diplomats on the ground for governments and to coordinate combat operations with other forces. I think most American Special Forces actually spend most of their time training and advising local troops than actually in combat. In Some ways, I could see Human Specials Forces acting as T-doll commanders on the immediate frontlines rather than in the Command Centers where they can react better to developments in the field.
High-end T-dolls could outclass Special Operations soldiers individually in combat skills, but I would assume Special Op soldiers are trained to work as a unit and fight thinking of the bigger picture. Human soldiers are valuable as they are needed by the government and would be in charge of strategic responsibilities. A T-doll at most would be kept as a tactical asset.
