He pretty much answers this question later on. It's pretty clear not every human on the planet is likely to benefit from LSD.

(Though researchers have found that psychedelics like LSD and magic mushrooms are not addictive and far less dangerous than many legal drugs, including alcohol.)

In what sense? Depending on what you mean by "addictive," they could be. People have become dependent on them as a source of both happiness and spirituality. When a drug becomes a significant part of your life that you're no longer able to separate from without distress, is that addiction?

Also, they may be less physically dangerous, but not psychologically (acutely). A single use of alcohol is arguably less potentially problematic given the almost complete lack of acute psychological or physiological issues from being drunk once. The same cannot be said for a psychedelic, which can produce experiences far more difficult to immediately bounce back from.

For these reasons, a statement like "far less dangerous" must include a few caveats in order to even somewhat work.

As Nora Volkow of the National Institute on Drug Abuse told the New Yorker, “The main concern we have . . . is that the public will walk away with the message that psilocybin is a safe drug.”

Going along with my earlier point, it's also silly to classify it as a "dangerous" drug. Most substances, including most psychedelics, are not entirely safe or dangerous.

These drugs would have to be tightly regulated. They’re simply too powerful to be left to the free market.

In a free world, you should be allowed to do what you like with your own body. Restricting the drugs people can use is an illegitimate function of the government. Until you've infringed on someone else's rights, the government doesn't have a role.

If they aren't fully legal, what are the penalties? Should the government fine someone, jail them, or otherwise force itself into someone's life because they used LSD without a prescription?
