I think they think Tesla is using some kind of driving simulator to train self driving tech. I think this is supposed to be a bearish take on Tesla in a sense that "Tesla isn't using data collected by cars" thus doesn't have an advantage in that aspect.

But it doesn't make any sense to me considering how much focus Tesla has put on "data labeling" as "source of unbiased truth". You don't label data you have generated yourself via a simulation, thus Tesla is using data, thus their assumptions are wrong?
