Why are people picking heroes they never play in Ranked?
congratz. you just described every mercy main/1 trick who is in a game with 1-3 more mercy main/1 tricks. which is basically every game. every single one of my games at 4000+ SR since season 4 has been on average 2-4 mercy mains. 1 gets mercy. the other playing heroes they have next to no experience/hours playing.
its VERY enjoyable.
the mercy 1 is simple to explain.
they are forced to. the game only allows one mercy. they have to pick other heroes. don't be confused though. they aren't filling for a 2/2/2 comp. they are playing a hero they most likely never ever play unless mercy is taken away by someone else.
they are most likely not going to be very effective on those heroes seeing how their profile shows that the only thing they have played for the last 7 months is mercy.

why mercy mains stopped playing mercy the week she becomes the strongest hero in competitive history? this is a 2 parter:
they would rather play another hero than have other people (aka DPS players) TELL THEM to play mercy.
they cracked under the pressure of being the most important hero in the spotlight. the entire game revolves around them now. they most likely hated being criticized way more than usual because mercy has become the most important hero for comp.
only a very small % of mercy players stopped playing mercy because they hated the new rework. nobody is dumb enough to stop playing the ONE hero they played for multiple seasons especially during the 1-3 weeks when mercy is the strongest hero in competitive history.
a lot of mercy mains now join games. pick something they don't have experience playing at their SR. and tells DPS/tank players to play mercy. and when they are like "why is the 300-400+ hour mercy main refusing to play mercy?"
they say how "they get bullied into playing mercy"
its solo queue. people shouldn't be telling players who they can/can't play but seriously? you chose NOW of all times to start playing other heroes? you should have done that MONTHS ago. you know? like when mercy was a SHIT HERO before rework? why didn't you do that back then?
