There are so many grey areas on this topic. Most claim there to be degrees of cheating where some things are more cheating than other things that are moreso considered acceptable. Bottom line, violating terms of service is cheating. Trackers use bot-accounts to find raid or pokemon. Thats against terms of service. You actually don't violate anything by just using the information others obtained illegally, but you are still branded as a cheater.

Some Pokemon Go community sites are very strict against maps, spoofers and trackers, but they dig into the code of the game to look for information, which is violating terms of service just as much as botting. We are all hypocrites... :)
