I would suggest the first places to contact for you would be Tibetan Buddhist temples. Such an implement should be filled by them and a generous donation should be offered to them.

Supply and demand. The cost of editing and printing 100 million copies of a book is many many times less than the cost of doing the same for 10,000 copies of a book. In spite of this, you can still find many translations of Buddhist scriptures for free.

As for devotional tools in general, none of these are required for practice. A statue of the Virgin Mary is cheap today because it is manufactured in mass in a country with very low wages that is ironically not all that friendly to Christianity. This is a rather recent situation. If you wish for an image to direct your devotion, you can just as easily and legitimately print out a picture. You could just as easily buy some cheap wooden beads and run a string through them. If very specific tools are needed for very specific practices, then I assume these practices have been directly transmitted to you and your teacher should be able to help you. But in these cases, the implements are often individually hand made by craftspeople and that is going to be expensive.
