Are these characters Mary Sues?

For Ruby, its confusing more because The writers are unable to decide What to do with her, they describe her the perfect hopeful being Who should influence others, her job is to teach (more like a static character) but at the same time they change or make situations for her development but when the time comes she spends either no or so little effort to get the lesson she was suppose to earn thus triggering some ppl. Her teacher role is very limited and unreal she has little impact on some of the character's dev when she has an impact its more like she gives a speech and the characters Just say '' ok I believe you'' thus making her unbelieveble.

For Oscar its more of his journey. He journeys to the train station with no challange, he has no money but for his luck hazel is there to give him a free ticket, he magicly knows qrow is in mistral and finds him with no problems. He immideatly gets along with everyone even though he has someone inside him that some team members have hateful argument about. Most recently he becomes a wise Man out of nowhere, his dev being either rushed or full of missing scenes making it more unbelieveble and appearently there is no drawback of the merge for now. (if you ask me he is one of the closest to Mary sue)

For pyrrha, she doesnt have much to go, she is considered perfect by a majority, she is mainly used for Jaune's dev, V2 actually explores that perfection aspect of her by saying she was searching for someone Who considered her normal but that Journey was already complete when she found jaune, V3 focuses on the heavy choice she has to make but after she dies the choice subject carried by jaune is more like thrown away. She is mainly a catalyst right now. Only thing I can say she was an OP fighter that wasnt much Explored.

For Neo, she is much more of a nothing character, she likes Roman and she is sometimes smug, her fırst appearences made her look cool and her fights preety much established her as a serious threat and a master fighter. This is understandable because anyone can want strong enemies so when a 14 year old Who trained for 3 to 4 months lands the first punch on a character like that while screaming from the hallway pisses ppl off and this leads to others say '' do you think she is untouchable? '' and this leads the others say '' look how lame JNR +O was against her, she clearly is '' and this leads to her being called a Mary sue.

Its not like they were intended to be Mary sues, the product itself came out like this. They are like this because The lack of focus on the conflicts or none existing conflicts that should have been.
