Are White People The Only Ones Who Can Be Racist?

yeh I think the issue is that everyone that ever asks this question is in the US (most often) or UK and Western Europe

Every person can be racist. Fact.

But the most insidious racism is systemic. The kind that only happens when it manifests itself in the culture, the politics, the institutions, and gets reinforced across generations.

In America and Western European countries, who dominate the global news like a motherfucker, it's white people that pulled this off against the Black community, Latino community, Arab community, Asian community (to a lesser extent in frequency but not always intensity, like internment camps), and then other forms of prejudice like hating women and LGBQT

You can bet your ass that in other countries with diverse populations and a powerful ethnic majority that racism exists in a similar form but with different ethnic groups in the Oppressors and Opressed roles.

I think the reason this question comes up so often is that at the end of the day Westerners / "The West" really only care about themselves. If they're talking about other countries and their ethnic majorities being racist, it's really just whataboutism and nothing else (hey sweaty haven't you heard of the Ottoman Slave Trade? Those Muslims sold way more slaves than we did. Get over it!)

So yeah. Everyone can be racist. But one poor old racist Taiwanese woman living in a Turkish neighborhood in East Berlin does way less damage, and means way less, than someone that is of a privileged demographic in their country.
