Asbestos found in new $1.2b Perth children’s hospital - roof panels made in China

As someone in commercial/institutional construction in Canada, I must say, asbestos is still very prolific in the construction industry, and can still be used in many products, though with quite a few restrictions.

Insulations, especially pipe insulation, is often still made with asbestos. There are lots of products where they don't degrade like they used to, and the only threat the product poses is to people who go in later on and demolish the items in question.

The great majority of countries in the world still do not have bans on asbestos containing products, and some countries that do ban many or most products still export it to other countries.

For example, the previous prime minister of Canada had a plan to re-open all the asbestos mines and export to countries with no regulations, such as Philippines. (some plan eh?)

It is up to the project prime consultant (along with the engineers and client) to make the specifications of products used on the job, and to lay out the rules. If you want a particular roof type, and the roofing contractor supplies something different to save costs, it's up to the prime consultant to catch that and make the contractor replace the material.
