Was this a morning or afternoon test? Are you overweight? What's your diet look like? How about your sleep? Are you active? Do you exercise? Do you lift? Are you depressed? Do you take any medication? What drugs do you use? How many hours a night do you sleep? Is there any reason(s) that your test might be that low? If there is, solve it and retest.

If you're doing everything right and it's still that low, find an endo. Your doc can suck a dick. That's not healthy for a 20yo if there's no underlying reason. It's not necessarily unhealthy either if it doesn't impact your QOL life but it sounds like it does.

Endo will likely want to try a clomiphene run and retest. If that doesn't help, an endo worth his/her salt will look for the cause, and you'll likely have access to TRT. Do your research before you make the decision. It's a big one with future implications.

With that being said, if you just want to hop on, hop on man we don't judge. Guys with perfect natty test use all the same.
