Obviously one clear goal would be to have of those ‘areas’ to be directly in my neighborhood, but how the hell do I go about doing that! I’m sure there are plenty of people my age and around me that feel this same way.. and no way to actively solve it.

Education is definitely a tool to advance yourself economically. But keep in mind, it's just a tool. Just because you have a degree, doesn't guarantee you anything (as you've already found out). Going back to school without a clear set of goals in mind will just lead you right where you are now.

I think you really need to get a clearer picture of your goal and look at how an education can get towards your goal.
