Asus x570 TUF plus and bios v1405 issue

alright it seems like your issue is you're running a kit that goes way above amd's recommendation. for one, stop using dram calc. for two, since you're trying to run 4000mhz, that goes way above infinity fabrics limit. amd states 1800mhz on fclk as the limit for 1:1. anything past that you have to decouple infinity fabric from dram. doing so increases latency and more often causes worse performance.

so first thing first, try setting fclk to something around 1600mhz and run dram at 4000mhz by using docp and see if that boots. also set SOC voltage no more than 1.1v's. 1.12v's is the max ceiling as anything past that and cause instability with certain pci-express devices. most notably being pci-express 4.0 devices. and set dram voltage to 1.4v's.

if that doesn't work try 3600mhz as 3600mhz ram is the limit to keep 1:1 ratio with fclk. that be 1800mhz for fclk. set dram voltage to 1.35v's and keep soc voltage at 1.1v's. you can set that by just enabling docp then changing the frequency manually to 3600 for ram and 1800mhz for fclk. if that boots then you can try getting tighter timings. such as 16-19-19-39 or 16-18-18-*. you can try using ryzen dram calc for that but don't take it as gospel as ryzen calc is just a "best" guess at timings.

generally speaking 3600mhz works with 1800mhz infinity. only times i've seen where it hasn't has been with kits not on QVL or people using non 3600mhz kits. such as yours.

make note, the latest agesa from amd changed a lot of stuff, again. they also did new stuff to decrease boot times. the newer agesa did cause a lot of people to suddenly have ram no long work. while others had the opposite affect. its going to take more time again for motherboard vendors to redo everything all over again. most QVL lists are from July.

personally i've run into a bizarre problem myself. there's a small chance the board will get stuck on dram according to the debug light on restart. not boot up, not a cold boot. but from a straight restart. if i turn off the computer and turn it back on, it boots up no problem again. i really don't know whats going on. i think its docp related when the motherboard goes to read because its an instant halt with fans ramping up to 100% while normal boot it doesn't do that. this with a gskill 3600mhz kit that's on both manufacturers QVL. but i've seen other people complain of my same problem as well to the T. i can't blame asus because when i look at people with gigabyte and msi i see an equal amount of complaints about dram but asus people are more aggressive complaining about.
