First line of defense would be making the house a less attractive target for burglars. Installing bright motion-activated lights outside the house would be a great start. Planting thorny bushes underneath windows can also help by reducing possible points of entry.

Honestly though, she should buy a gun and learn how to use it. I’ve had to call 911 before in this town, and the police response time has never been less than 5 minutes (usually 10+ minutes). Interior doors, like the one on her bedroom, can be easily broken down with one good kick. All that locking herself in the bedroom will do is buy an extra minute or so to dial 911 and arm herself.
