Austria-Hungary definitely did more to cause ww1

Of 5 Great European Powers Britain is only one who tried to stop the war, both Austria and Germany on one side and France and Russia on another assured each other of unconditional support in case of war, thats why they all risked it.

Also 1914 wasnt first time that Austria and Russia were butting head over Balkans influence and Serbia, it was actually 3rd time.

In 1908 Austria-Hungary annexed Bosnia, Russia reacted but then in complex diplomatic maneuvering Austrian minister Aehrenthal completely screwed and tricked Russian counterpart Izvolsky by promising Austrian support in opening Bosphorus for Russian warships in return for Russia backing off and then not doing it, it was big embarrassment for Russia and big victory for Austria.

2nd time was in 1913 during 2nd Balkan war when Serbs occupied Albania and got on Adriatic coast. Austria mobilized several army corps and threatened Serbia if they not back off they gonna declare war, Russia declined support to Serbia and Serbs were forced to retreat and Austrian troops then occupied Albania, diplomatic victory number 2 for Habsburgs.

That was Austrians were so willing to risk in July of 1914, they hoped Russia gonna back off again.
