Avatar Kyoshi vs Avatar Roku

Your analogy doesn't work in this situation, and here's why; the experts in your analogy don't have the exact same knowledge and abilities. The Avatar does.

OK that's true. My analogy wasn't perfect. But what I'm trying to say is that just adding the skills of one more Avatar when you already have the skill of over hundred does practically does nothing. Yes, Roku's AS is more skilled than Kyoshi's but just slightly. I don't think that one Avatar makes that much of a difference. That's why they're practically even.

Also, what I think happens in the Avatar State is that the past lives take over the body of the current Avatar and assist him/her. It's cumulative skill and knowledge added. Like remember whenever Aang went AS he spoke with the voices of all the past lives. Let me try another analogy. You're a basketball player and when you're about to make a winning shot, you can tap into the spirits of Michael Jordan, Kareem-Abdul Jabbar, Kobe Bryant, and a hundred of basketball hall of famers take over your body and adjust your posture and increase your shooting accuracy. Now say, you're playing a pick up game with another person with that same ability. But this other person just can't tap into Kobe Bryant. I don't think that the first player will win all the time. It should be a very even fight with a very slight advantage going to the former player.

but in a fight to the death no Avatar should lose to the previous one. Non Avatar state is a different story however.

That's why I prefer not including the AS in Avatar v Avatar battles. Because, for all Avatars except post-Book 2 Korra, feats in the Avatar State aren't theirs, but due to the aid of all the past lives.
