It was officially stated by the Defence Minister, and actually if you were to follow the developments then you would know about the huge number of new bases and barracks that have been built or renovated in the last couple years.
How the fuck are you making a connection between the civilian infrastructure and the blackout. A similar incident happened 3 years ago in Turkey.
