Baloney Meter: Will tougher penalties for gang members make Canada safer?

Eh, the thing is it's a unique situation in America where poverty/disenfranchism and self selected social segregation has created some strong statistical correlation, but that doesn't mean it's a causal relationship.

So while profiling worked in one specific area, it was only because of the strong correlation between a specific subculture and criminal activity.

So that's not going to work in other places that don't have that unique relationship.

Seriously look at Calgary's policy for dealing with gangs. Note the strong commitment to community involvement to provide education, youth intervention, and yes focused investigation and disruption of known gang members and affiliates.

This being Canada, I'll point out that they especially focus on the White Supremacists and neo-Nazis as known gang members. Not because they're much of a threat or anything, but more because they tend to have a strong correlation between their subculture and criminal activity, so it's pretty safe to assume anyone hanging out with them has done something illegal.
