"Overpopulation" is a racist myth aimed at blaming the poor, especially the poor of the third world, for environmental problems created by over-consumption and hazardous practices of wealthy capitalist countries. Trace back the support for this ideology and you'll find it has a lot of overlap with eugenicists. Don't conflate China's attempts at addressing a lack of resources for their population (which of course was a huge issue when building their productive forces at that time) with "the world being overpopulated".
