It says, "If the cardholder cancels the agreement at any other time during the year, he shall receive a refund on a pro-rata basis of two-thirds of the annual fee."
Key part being where it says "pro-rata basis of two-thirds of the annual fee." Meaning that if you canceled in October and January was the anniversary, they only owed you 2 months portion of 2/3rd of the AF. In short, it is only $11 refund not 2/3rd of the AF. Whether this is worth the effort it is up to you.
