Basically saying that "its not the game's fault we have poor netcode. it's your internet service provider"

The actual controversy is that there are many other fighting games that have great netcode, and until you've played them you don't really know what you're missing.

Harada says over and over "oh but we are 3d we can't use rollback well" but he's never actually gave a convincing argument to that. I don't think anyone thinks it's easy, but at least accept that their netcode is bad compared to many other games and consider working on it in the future.

I've seen Haradas bar, the culture there is he is this old vet that can do nothing wrong and all japanese devs must learn from him. When the truth is they are being unwilling to accept mistakes and improve. It's japanese business culture at it's worst.
