I don't think EU is as passive/innocent as you make them out to seem.

They are also acting as a gang or mafia.

They want to make a lesson out of the UK. They want to make it as difficult and damaging as possible for the UK so that any other EU member will reconsider even THINKING about leaving.

So if another country wants to leave, they will point to the UK and be like "look how it messed them out."

EU could make it easier, but of course, it's not in their benefit. They could tell the UK, okay let's part ways but let's have proper discussions to plan what trade, border control (immigration/tourism), etc would look like between EU members and the UK. But they rather just have the UK look like a headless chicken running around.
